... it's probably past time to get my parakeet's wings and toenails trimmed. I'm not really sure that I want to get his wings clipped again though. He can fly about halfway across the room, but not well and nothing sustained (and his landiings SUCK.) Furthermore, the only times he really does that is if I set him down somewhere and he's trying to get back to me.

I've never not clipped a parakeet's wings before. What are the advantages / disadvantages?

Well, they prefer being unclipped, as flying is natural. However, a fully-flighted bird runs risks from:
uncovered windows
mirrors
ceiling fans
open containers of water (glasses, pitchers, toilets)
hot stoves
the great outdoors, if escape-inclined

However, a clipped bird can't easily escape from ground-based predators like dogs/cats/small children. Depends on the environment, mostly.

Birds for Dummies recommends that all domestic birds be clipped, enough that they can glide to the floor and not much else.
