Another reason VA law sucks

With respect to my inquiries regarding getting licensed to operate a motorcycle, in light of the fact that I'm a permanent resident of (and licensed in) VA, but residing in NY most of the year.

NY:
"You may apply for a NYS Class M permit/license without having another Class of NYS license, but you would have to take both a written test based on our Driver's Manual, as well as one based on the Motorcycle Operator's Manual and pay both Class D and Class M license fees.
Whether such a Class M NYS license would be accepted for reciprocity in amending your VA license is up to VA DMV."

"Please be advised that Virginia Motor Vehicle Law requires all original licensing to occur in person. There is no provision in the law to allow
testing to occur outside Virginia."
