Water? Who needs water?

Good to know the Homeowners' Association (or Dept. of Public Works) doesn't think the local residents need notice or explanation of the water being cut off.. at least, that's what I'm assuming is the case, since there's a crew with a hole in the street outside, no water in my house, and no message/mail/note of explanation. I suppose it could be an emergency situation and they expected no one would notice at 0400.. but I noticed. :P
