My question to the Abuse Team:

I see in http://www.livejournal.com/support/faqbrowse.bml?faqcat=abuse that "Depending on the situation, the Abuse Team may suspend your journal either with or without warning" and I suppose the same applies to communities. What dictates whether the individual or community/owner is warned beforehand or not, and might this information be added to the FAQ?
